Um, actually neither said it...the actual quote is "The only thing we have to fear is fear itself" - FDR.

If you meant who literally said "We have nothing to fear but fear itself" it was most famously misquoted by Martin Luther Kind Jr. in his 'I've Been to The Mountaintop' speech in April 1968 in Memphis, Tenn.

Don't know who would get to smoke what now :p
