Does the current excise duty contribute to the higher death rate in tobacco users?
A part of the reason given in budget statements for the high taxation is to reduce the death rate, having seen a documentary about Illegal tobacco product imports containing levels of toxins far in excess of legal products and given the prevalence of people buying the Illegal products. Is the tax rate causing deaths rather than preventing them?.
