Just added a @tag mentioner notification and quote notification

So a few people (including me) wanted to be notified of quotes and the possibility of getting a notification if a [MENTION=1]Deano[/MENTION] for example was used. I've turned this on.

For people who don't like it I can turn it off in your user control panel!
