Could they make enough of them?
Perhaps, but more likely the reason the embargo remains in place, according to me amigos americanos, is nothing more than politics - The Cuban expats living in the US (mainly Florida) weild such clout that it would be political suicide to go against their interests, which is to keep the embargo in place.
