Both but not at this impact level. if you work it out the price increase dont come anywhere near the increase over the last 5 or 6 years of uptake, didn't post the link , wasnt sure of the rules here but gov website shows further on the pages in the increase of cigar participation and decrease in other tobacco related products like cigarettes

Strong growth of cigars over the last 5 years, but at £141 million in 2023. Cigars is still a cottage industry in the UK!
