    Even if it the proposal passes, it won't be a 1,000+ percent increase for most EU member countries. However, it would massively impact Spain, the second largest seller of Cuban cigars in the world.

                  Is this really that wild of a change? I feel like the 1000% number is misrepresenting the truth of it.

                  Spain is already higher than the minimum tax and at 143 euros per KG, assuming a "big" cigar is 15ish grams then the overall tax per cigar would be 2.4 euros per cigar. I'd be curious to know which cigars wouldn't fall into the 15.8% of retail (which with the new rate would be 15ish euros for a large cigar??)

                  Premium market probably wouldn't change much, IMO

                    Consider we pay 417.33£ duty per kilo over here. So still better, but obvs worse.
