Discontinued a while ago by the look of things. Available on auction sites in Spain around 8€ a pack.
Interesting about the wrapper production! I had no idea.
Here is the information available on these "10 Victoria" cigarillos: These are a brand of Spanish cigarillos. The name "10 Victoria" refers to the brand Victoria and the quantity of 10 cigarillos in the pack.
Key Characteristics:
Product Type: These are machine-made cigarillos, not traditional hand-rolled cigars. They are designed for a shorter, more casual smoke.
Origin: The Spanish language and the specific health warning printed on the box confirm that they are produced for the market in Spain.
Construction: A defining feature is the "Capa Homogeneizada," or homogenized wrapper. This means the outer wrapper is not a whole tobacco leaf but a sheet made from pulverized tobacco dust and cellulose. This method is standard for mass-produced cigarillos as it ensures uniformity and lowers production costs.
Brand Identity: The logo on the pack reads "Tabacos Flor Fina," which translates to "Fine Flower Tobaccos." This is a quality descriptor used by the brand. While the specific manufacturer is not prominently advertised, Victoria is known in Spain as a domestic, budget-friendly brand.
In essence, when someone refers to "10 Victoria" cigars, they are talking about this specific pack of 10 machine-made Spanish cigarillos. They are a common, accessible tobacco product in Spain, distinct from the world of premium, handcrafted cigars.

I think I may finally have this CAD under control...
