A guy I know via Facebook just posted some stuff on the French Re's. I have asked him if he know's anywhere down south and will get back to you when he responds.
I know the area pretty well so I will also put together a couple of suggestions if you are touring around.

There is a half decent, and quite classy, shop in Cannes on one of the main drags that runs east to west. I think its the next road parallel to the front. I always pop into that one. There is also a slightly rougher shop on the front opposite the Palais de festival that i usually walk past..... not really sure how much help that is.
Cannes: The Best is Civette Carlton, in rue d'Antibes (93, rue d'Antibes), the parallel street of Croisette, really a cool street full of shops. They have a small walk-in with cab. 50.
Between the March? and the Croisette (Old Port) there is the Tabacs "Le 116" (63, rue Felix Faure), I prefer the Carlton, but Le 116 have cigars too. :-)
Antibes: NOTHING SPECIAL :-( There was a time the Civette de la Republique, with walk-in, but now a new proprietary sells only accessories and cigarettes :-(
Nice:
Sur la Promenade des Anglais, near the Palais de la Mediterranee, there is a Civette. Les Pergolas. Now they have change proprietary, but they still have a Walk-in.
Always in Nice there is Le Reinitas - 49, rue Pastorelli, between Nice Etoile and Galerie Lafayettes.
Flamme et Fumee, near place Massena, the Place wit fountains, is a terrible place to buy cigars. Don't go there.
