Box Code Query

Does anyone out there recognise this as a genuine box code for old Cuban stock? The code is:-

ONSU
TLP-03

I know ONSU works out to 0198 i.e Jan 1998
TLP is I believe a factory identifier, but Ive no idea what the 03 signifies?

TLP does mean tobaccos lanzaro Pena the factory, but I don’t know what the 03 means.

I have seen it on several boxes including from very reputable dealers though so it definitely wasn’t uncommon in the early 90s
