Its on the Police National Computer and the data is fed to automatic number plate readers so you can get picked up by one of those or by a random check. As Rascal said it matters not because the DVLA will send you a fine for not paying if you're vehicle is not declared off road. If your vehicle is not registered then its pot luck with the first two options.

I still don't get how the police know which cars have paid for their tax and which are taking a chance and not paying.

Takes seconds to find out if the cars taxed same as insured. If there is a mistake on the database and your car shows as untaxed you will get a fine through the door regardless of if your stopped or not as offensive to have a car untaxed unless its sorned. I got pulled once as the car did not have a valid tax disc and was coming up as untaxed and uninsured I explained why there was no tax disc (Had bought it online and not got round to putting it up) and one quick check with the radio by the policeman showed that there was a mistake in there screen and it was taxed and insured.

I just bought a new car (Yaris hybrid), but since it has low emissions I couldn't give a shit about any of this. I was sent a printed disc for the new car but will never need to display it and I paid nothing on the old car so don't need to reclaim anything (1 litre Aygo). I haven't paid VED for about 3 years now.

DVLA is an completely incompetent body, a friend of mine has to deal with them and their databases etc, they have an error average of over 40% which is unheard of in private business, an utter joke.

It will let people pay monthly via DD for 12 months, helping to spread the stupidly high costs (for people with older cars)

No different for me, I have been paying for tax discs online for some time. In the past when I sold cars I took the tax disc out to get a refund, and you only got each full month back then.

Plus side to it will be in November when people will be able to pay monthly although there is a 5% surcharge annually for doing so, however that is still less than the 10% they charge for only renewing 6 months on the old system.

Surely it's the same procedure as before only difference is they don't send a tax disc in the post.

You only get a refund of unused months so if you buy a car on the first of the month you have to pay for the month and the seller doesn't get refunded for the month so the Goverment gets paid twice.

I had to renew mine and seeing as you get 2 weeks notice and it mentioned the change in the renewal notice the people that have left it to the last minute only have themselves to blame really.

What's the issue with the tax staying with the owner?

If you don't want to carry it across to another vehicle you simply ask for it to be rebated.
