no idea, it's so corrupt here in Afghanistan they also tried to extort the equivalent of 10 euros to board a plane when I went on R&R. Upon return, the Afghans claim there was a tobacco tax that had to be paid but couldn't generate any documents to back the claim up. It was either forfeit the cigars or pay the "bribe." It bothers me a lot....but given the circumstances, there was nothing I could do.
