I can understand the aesthetics of living by a river or the sea but I can't understand why they build on flood plains.

but I can't understand why they build on flood plains.

Because the lands cheaper to buy, it doesn't usually require much leveling .... and if the developer skimps a bit on putting in adequate drainage they can really maximise profit .... and then be long gone when the water comes in.
