This is what is on the disk. I dragged the entire folder over and them open it to reveal the folders - boot, efi, sources, support, upgrade...

However, when I boot from it in the other PC, it doesn't recognize it as a "boot" disk

Ah because you dragged, you have to do it the way I said, double click the iso file when it opens in the burning program burn.

Right. When I double click the download folder, it opens to all the folders shown in the above picture. I can then move and burn them to the DVD (no burn program opens). But which ones? all?

correction: maybe a burn program does open, I just didn't recognize it.

                      • No you have the dvd open not the file you downloaded. You need the actual file that was downloded to your harddrive. Click file explorer ..downloads

                        • Here's what the file looks like before opening. Here it shows the .ISO extension

No. nothing in the DVD drive. I'm in windows 8 and not very fimilar how to navigate. I know it says "DVD DRIVE E" but there is nothing in the drive. Further, in the download fodlder, it is named "X17-24281" and the type is a "disc image file." You got me!

When I open this file (as shown in the grey box) in Windows Explorer, it comes up like this:
