Also you can give a FPN out for wasting police time in the street, yet if you want to charge someone with it you need CPS advice, WTF? More time wasted!

That's cause FPN are just there to make money. They are not even a admission of guilt paying them only thing they good for is if you run out of toilet paper.

yeah, i wouldn't mind that either... 10 quid to your network provider for things like this. i mean, if you really needed the service, ten quid is NOTHING
